Resilient and Sustainable Schools: A Multi-Objective Life-Cycle Approach for National Plans

Description

School infrastructure must be resilient and sustainable to ensure the well-being and learning of local communities during both business-as-usual and crisis events. A Life-Cycle Multi-Criteria Assessment framework and a Life-Cycle Benefit Index have been developed to identify holistic retrofit interventions that address seismic retrofitting, energy efficiency and sustainability, and safe, accessible WASH (water, sanitation, and hygiene) services. Combined with a Multi-Objective Prioritization (MOP) approach, the framework supports data-driven financial decisions for nationwide strategies to improve school infrastructure.

Carina Fonseca Ferreira

Carina Fonseca Ferreira is a disaster risk management specialist and co-lead of the World Bank’s Global Program for Safer Schools. She has over 7 years of experience working with Governments around the world to assist in the design and implementation of risk informed investments in order to improve the safety and resilience of school infrastructure. Carina holds a PhD in Earthquake Engineering from University College London, and a master’s degree in Civil Engineering from the University of Aveiro.

Sonia Giovinazzi  

ENEA

Sonia Giovinazzi is a Scientific Project Leader at ENEA and Full Professor in Civil Engineering adjunct at Sapienza University of Rome. She serves as the Coordinator of the EERA JP-SC Joint Programme on Smart Cities within the European Energy Research Alliance. Consultant for the World Bank and former Senior Lecturer at Canterbury University, New Zealand, Sonia has successfully led multidisciplinary teams and managed large-scale international projects, blending academic rigor with practical expertise to advance sustainable and resilient urban development. Sonia holds a Ph.D. in Civil Engineering and Risk Management. 

Jingzhe Wu 

The World Bank

Jingzhe Wu is a disaster risk management consultant for the World Bank’s Global Program for Safer Schools. She has over 5 years of experience working on development projects for disaster risk reduction of school infrastructure through risk informed investments. Her country experience includes countries in Central Asia and South Asia regions. Jingzhe holds a PhD in Civil Engineering from University of Maryland, and a master’s degree in Civil Engineering from Iowa State University.

Rafael Fernández 

The World Bank

Rafael Fernández is a Research Fellow working within the UNESCO Chair in Disaster Risk Reduction and Resilience Engineering and a Consultant for the World Bank’s Global Program for Safer Schools. He has worked on projects funded by the Interamerican Development Bank, The World Bank, and UNESCO, among other national and international entities. His experience includes projects in the LAC region, Europe, Africa and Asia. He is a civil engineer, holds a master’s degree in seismic and structural engineering, and a Ph.D. in Engineering from Universidad de Los Andes.
