The European Commission has published a pivotal report, "A European Framework for Science Diplomacy: Recommendations of the EU Science Diplomacy Working Groups," marking a significant step in shaping a European framework for science diplomacy. The report is the culmination of a collaborative process involving 130 experts from the fields of science and diplomacy, including contributions from STEaPP’s Dr. Jean-Christophe Mauduit, who co-Chaired one of the five Working Groups and was among the ten experts who drafted and edited the report.
This report arrives at a crucial time, as science, technology, and innovation play an increasingly central role in global power dynamics and diplomatic efforts. As EU Commissioner for Startups, Research, and Innovation, Ekaterina Zaharieva, emphasized in her foreword:
“Today, science, technology, and innovation translate more than ever into power and geopolitical influence, and this is one of the reasons why they matter for diplomacy. […] Developing this framework will enable the EU to defend its strategic interests and reduce its vulnerabilities, while at the same time promoting our values and principles for serving the global public good.”
The report presents nine key recommendations and over 30 action items, categorised into strategic, enabling, and operational instruments. These recommendations aim to fortify Europe’s ability to harness science diplomacy as a tool for international cooperation, strategic resilience, and the promotion of European values on the global stage.
Dr. Mauduit’s involvement underscores STEaPP’s commitment to putting science at the heart of policy and diplomacy. As a central figure in STEaPP’s efforts, he actively contributes to science diplomacy research, education and informed practice.
