Dr Clemence Cavoli, Research Associate, Centre for Transport Studies at UCL CEGE was invited to represent the CREATE project, coordinated by Professor Peter Jones, at a European Mobility Week event organized by the EU Commission. Clemence presented key project findings and run a workshop with policy-makers at the national and at the local level from across Europe.

Some of the key questions that the CREATE project addresses are:

  • Which factors contribute to car-oriented developments in growing cities?
  • What are the most common challenges or barriers that prevent growing cities from establishing sustainable mobility policies?
  • To what extent can those cities accelerate their sustainable mobility processes?

Some of the key policy recommendations include:

  • Broadening the debate about congestion:
    - Ensuring it is carefully measured
    - Using wider indicators of urban mobility and city liveability
  • Developing a wider city vision, in which sustainable transport plays a key role – this will encourage place-based thinking
  • City shaping depends on a full integration of transport and land use planning, at the metropolitan level
  • Fostering cross-sector, multi-level governance, for more effective policy making and delivery
  • For effective policy delivery, investing in institutional capacity: broader skills base, better enforcement, delivery capability, etc.
  • Investing in enhanced data collection and data analytics, for a stronger evidence base
  • Being bold: today’s radical policy can become tomorrow’s orthodoxy – but only with strong leadership
  • Introducing trials and demonstrations – ‘seeing is believing’
  • Running awareness raising, marketing and behaviour change campaigns

The European Mobility Week campaign provides the perfect opportunity to present sustainable mobility alternatives to local residents and to explain the challenges that cities and towns are facing. By taking part, towns and cities can showcase the benefits of cleaner transport choices and make progress towards better mobility in Europe.
