Cyber-physical and hybrid threats: defining and tackling the problem

In 2025, University College London, working with partners across government, law enforcement, academia and industry established the EPSRC Centre for Doctoral Training in Cyber-physical Risk, a national centre of excellence designed to respond to one of the world's fastest growing security and crime threats. 

But what exactly do we mean by cyber-physical risk? Or by hybrid threats? This conference will seek to both set out the diverse and invidious nature of these threats and to examine ways we are beginning to counter and mitigate against them.

Beginning with the idea that such threats cut across both physical and cyber spaces, including the metaverse, we will examine topics such as the impact of disinformation on crime; online platforms used for crimes such as trafficking; cyber attacks on critical infrastructure; hybrid 'warfare'; election interference; and the use of social media to radicalise.

The conference will bring together a wide range of stakeholders to discuss these issues. The full day programme includes lunch and ends with an evening drinks reception.

The conference is organised by the EPSRC Centre for Doctoral Training in Cyber-physical Risk in partnership with the UCL Dawes Centre for Future Crime.
