Manuel Heitor is Full Professor at Instituto Superior Técnico, IST, the engineering school of the Technical University of Lisbon, and was the founding director of IN+, the Center for Innovation, Technology and Policy Research at IST. From November 2015 to March 2022 he served as Minister for Science, Technology and Higher Education in the Government of Portugal and from March 2005 to June 2011 he served as Secretary of State for Science, Technology and Higher Education. Overall, he served more than 12,5 years in the Government of Portugal. In 2011-12 academic year he was a Visiting Scholar at Harvard University’s Graduate School of Design and in the Science, Technology and Public Policy Program at the Kennedy School. In 2022 he received the Honorary Doctor in Science and Technology from Carnegie Mellon University and was nominated “IST Distinguished Professor”.
