Grimbergen is not a facility municipality, but a monolingual Flemish municipality in the heavily Frenchified periphery around Brussels. That is why the officials should officially only speak Flemish/Dutch. Naturally, they could be nice and helpful and assist the lady in another language, but they don’t in this case, because the whole language issue is so sensitive. The Flemings in these areas hold on tightly to their precious language rights and laws. They are afraid that their municipality will also become French-speaking. However, the latter is rather unlikely, because the language borders and facilities are part of the constitution, so changing them is not so simple.
