The jet stream can stay in certain positions for a while. This does not mean that it is stuck there permanently. It is always moving and changing, with long-term patterns not always easy to guess. One of the reasons that the jet stream changes is that we are changing the climate.
Human-caused climate change is also warming the planet's average temperature. Even with a few colder years, summers are generally heating up. We can expect much warmer summers overall, with hot weather lasting longer. This also means that dangerous heat waves will happen more often.
