Honorary Staff

The Unit is a hub of many networks and we also have a number of honorary researchers who contribute and advise on our activities. Many pursue their own research, and some have their own websites.

Our honorary staff are not based at the Unit, but can be contacted via the Office Manager.

Sir David BeamishLong career in the House of Lords 1974-2017, culminating with six years as Clerk of the Parliaments
Alan CogbillRetired senior civil servant with experience in the Home Office, Lord Chancellor's Department and Department for Constitutional Affairs. Former head of the Wales Office, and former Chief Executive of the Local Government Boundary Commission for England.
Paul EvansClerk of the Committees House of Commons
Oonagh GayFormer House of Commons Library, expert in parliament and constitutional watchdogs.
Hilary JacksonFormer senior civil servant with 30 years' experience of several government departments. Formerly Head of the Northern Ireland Office.
David LaughrinFormer senior civil servant with varied experience across a range of government departments in the UK, Australia and New Zealand
Dr Andrew McDonaldFounding CEO of the Independent Parliamentary Standards Authority (2009-14).  Constitution Director at the Department for Constitutional Affairs from 2003-05.

Dr James MeltonFormer Senior Lecturer at the Constitution Unit and School of Public Policy
Dr Robert MorrisFormerly Home Office Under Secretary responsible for Constitutional Affairs. Leader of the Unit's work on Church and State.
