major_incident_plan



A major incident, which would involve UCL’s or the Institutes Major Incident Team, would be a situation or incident which significantly affects UCL’s students or staff. Such an incident may involve the isolation and/or evacuation of an entire building or group of buildings and the temporary relocation of their activities. Such an incident is likely to disrupt or halt the overall operations of part of UCL. It will inevitably require major effort from UCL’s own support services as well as from external emergency services. If the incident escalates to disaster level, the external emergency services and the Local Authority will initially take control of the situation. Responsibility for designating an incident as ‘major incident’ will rest with any of the following: Vice Provost (Administration); Director of Estates and Facilities; Head of Safety.


The primary purpose in dealing with a major incident is, immediately, to ensure the safety and well-being of UCL’s staff/students/visitors and, thereafter, to ensure recovery as early as possible from the effects of the incident.


The Institute has established a Major Incident Team which will be responsible for the overall handling of a major incident. This comprises the following:


MI Team

Director of Administration – (Co-ordinator),
Director of Institute,
Building Manager,
Safety Advisor,
Deputy Director of Administration,
Laboratory Operations Manager,
IT Manager,
Finance Manager.

The Major Incident Team would be expected to meet daily for at least the first seven days after a major incident. Thereafter a decision would need to be taken on the frequency of meetings and the core membership.


The composition of the Major Incident Team is designed to ensure that all practical issues can be dealt with expeditiously, with decisions swiftly taken on priorities in terms of the allocation of resources (eg financial, accommodation) to deal with the immediate consequences of a major incident and recovery thereafter. It is also intended to ensure that UCL’s staff and students and those outside UCL are aware of what is happening and the action being taken.
All official statements will be issued through UCL’s Corporate Relations Office and only designated spokespersons will provide official comment on behalf of UCL.


This document aims to provide a set of effective and practical measures to deal with a major incident and then to recover normal business operations (teaching, research, administration) as quickly as possible thereafter.
