A Green and Just Planet | Independent Report of the G20 TF‑CLIMA Group of Experts

Abstract:

This final report, authored by the Group of Experts to the G20 Taskforce on Global Mobilization Against Climate Change (TF-CLIMA) and co-chaired by Professor Mariana Mazzucato and Dr. Vera Songwe, presents a transformative framework for green industrial strategies and green financial policies aimed at limiting global warming to 1.5ºC. The report calls on G20 nations to commit to new development pathways that align economic growth with urgent climate action, and advocates for equitable global governance structures that ensure all countries benefit from green growth.

Key recommendations include:

  • Adopt green industrial strategies aligned with Nationally Determined Contributions (NDCs), supported by cross-ministerial and cross-sectoral collaboration and investment.
  • Reshape financial policies and institutions to unlock access to affordable green finance and enable investments in a low-carbon, sustainable future.
  • Ensure equitable global governance of both green industrial strategies and green finance, so that all countries can benefit from green growth.

The report was presented at the G20 and IMF-World Bank Annual Meetings in Washington, D.C., (October 2024) to drive global momentum around these vital actions.
