Challenges and opportunities for inclusive and sustainable innovation-led growth in Brazil: a mission-oriented approach to public-private partnerships | UCL Institute for Innovation and Public Purpose (IIPP) Working Paper Series: IIPP WP 2024-17

Author:

  • Mariana Mazzucato | Founding Director and Professor in the Economics of Innovation and Public Value | UCL Institute for Innovation and Public Purpose

Abstract:

By embracing a mission-oriented approach in Brazil, the public and private sectors can leverage a unique opportunity to change their relationship from a static (often parasitic) one to a dynamic (and symbiotic) one that is driven by innovation and transformation across the economy. For industrial strategy, this means moving away from a traditional sector-based focus towards a mission-oriented focus that requires all sectors to invest and innovate towards a sustainable transition. This paper makes eight recommendations for how the Brazilian Government can design its relationship with the business sector and trade unions in a way that transforms the country’s challenges – from the climate crisis, pollution, and deforestation to health inequities and the digital divide – into opportunities for investment, innovation, and collaboration.
