Abstract:

The Government of Brazil is implementing an agenda of economic transformation that aims to bring economic, social and environmental priorities into alignment. Realising its full potential will require a parallel agenda of state transformation, to empower the public service with the policies, tools, institutions and capabilities needed to successfully direct growth and shape markets that work for the people of Brazil and for the planet. One of the tools at the government’s disposal is public procurement. Procurement can be used to create market opportunities for businesses that align with policy priorities. While a focus on efficiency and compliance continues to dominate procurement decisions, the Government of Brazil has identified strategic procurement as a priority. This working paper explores challenges and opportunities for implementing a mission-oriented approach to public procurement at scale.  
  
This working paper was used to inform a workshop held on July 23rd , 2024 at the Brazilian Development Bank (BNDES), with attendees from 26 public organizations. It has been updated to reflect the insights shared by participants. 
 
This working paper was written as part of a project funded by the Open Society Foundations, led by Professor Mariana Mazzucato (PI) with Professor David Eaves as Co-PI of the Digital Public Infrastructure workstream, as part of a partnership between the Institute for Innovation and Public Purpose (IIPP) and Brazil’s Ministry of Management and Innovation in Public Services (MGI).

Resumo:

O Governo Brasileiro está implementando uma agenda de transformação econômica para alinhar as prioridades econômicas, sociais e ambientais. Para alcançar seu pleno potencial, será necessária uma transformação do Estado, empoderando o serviço público com as políticas, ferramentas e capacidades necessárias para moldar mercados e direcionar um crescimento sustentável e inclusivo. As compras públicas estratégicas são parte crítica dessa agenda, criando oportunidades de mercado para empresas alinhadas às prioridades das políticas públicas. Embora a eficiência e conformidade dominem as decisões, o Governo Brasileiro priorizou as compras públicas estratégicas. Este estudo explora os desafios e as oportunidades de implementar uma abordagem orientada por missões para compras públicas em larga escala no Brasil.
