Abstract:

By embracing a mission-oriented approach in Brazil, the public and private sectors can leverage a unique opportunity to change their relationship from a static (often parasitic) one to a dynamic (and symbiotic) one that is driven by innovation and transformation across the economy. For industrial strategy, this means moving away from a traditional sector-based focus towards a mission-oriented focus that requires all sectors to invest and innovate towards a sustainable transition. This paper makes eight recommendations for how the Brazilian Government can design its relationship with the business sector and trade unions in a way that transforms the country’s challenges – from the climate crisis, pollution, and deforestation to health inequities and the digital divide – into opportunities for investment, innovation, and collaboration.
