About this talk:
The challenges we face have rarely been greater or more complex. Overcoming them will require fundamental reform of our current systems of governance. But, 2024 presents us with a rare opportunity: a potential change of UK administration could trigger a radical shift in the way government is structured and delivered.
Mission-driven government offers a new approach, galvanising action and energy from across sectors and across society to set the UK on a path towards a growing, inclusive and sustainable economy.
This event marked the launch of Mission Critical, a new report authored by Professor Mariana Mazzucato, Professor in the Economics of Innovation and Public Value at University College London and Founding Director of the UCL Institute for Innovation and Public Purpose, looking at the future of mission driven governance in the UK.
This project, advanced by IIPP in partnership with The Future Governance Forum (FGF), builds on IIPP’s extensive work on mission-oriented innovation and industrial strategy over the past six years - notably, Professor Mazzucato’s internationally renowned 2021 book Mission Economy: a moonshot guide to changing capitalism and IIPP’s subsequent work to translate the theory of mission-oriented policy into practice with government partners around the world. It also draws from the deep, practical experience of the London Borough of Camden in translating a mission-oriented strategy into practice.
The panel discussed how a mission-driven government can lead with purpose, and govern in partnership in a new model of statecraft.

This paper is the first in The Future Governance Forum’s Mission Critical programme, a collaboration between FGF, the UCL Institute for Innovation and Public Purpose (IIPP) and Cllr Georgia Gould, exploring how mission-driven government can meet the challenges of 21st century public service.
About the Speakers
Mariana Mazzucato
Founding Director and Professor in the Economics of Innovation and Public Value at UCL Institute for Innovation and Public Purpose (IIPP)
Professor Mazzucato is the author of four highly-acclaimed books: The Entrepreneurial State: debunking public vs. private sector myths (2013), The Value of Everything: making and taking in the global economy (2018), Mission Economy: a moonshot guide to changing capitalism (2021) and The Big Con: How the Consulting Industry Weakens our Businesses, Infantilizes our Governments and Warps our Economies (2023).
She advises policymakers around the world on innovation-led, inclusive and sustainable growth. Her current roles include being Chair of the World Health Organization's Council on the Economics of Health for All, Co-Chair of the Global Commission on the Economics of Water, Co-Chair on the Council on Urban Initiatives, and a member of the South African President’s Economic Advisory Council.

Prior to that she was the Deputy Cabinet Secretary and Head of the Cabinet Secretariat until February 2021. She was responsible for the management of the Cabinet Secretariat including advising on the operation of the Cabinet and collective government, machinery of government, the Codes and Cabinet Manual; propriety and ethics, the Independent Offices and public appointments and public bodies.
Helen was previously Director General for Housing and Planning (from 2016 to 2018), responsible for government policy on housing including £25 billion of investment, the Homes and Communities Agency, the Planning Inspectorate and the planning system. Before this, she was Director of the Economic and Domestic Secretariat in the Cabinet Office (from 2013 to 2016), responsible for coordinating government preparations for the 2015 General Election.
Helen worked in the Department of Culture, Media and Sport from 2002 to 2013, working on the Olympic bid and planning for the staging of the 2012 Games. She also worked as Principal Private Secretary to the Rt Hon Tessa Jowell and as Director for Media Policy, responsible for setting up the Leveson Inquiry and the subsequent cross-party response.
She spent the early part of her career working in the digital and creative industries after studying history at Clare College, Cambridge. In 2011 she was on Management Today’s list of 35 women leaders under 35 and the 50 women to watch working in the cultural sector. She was a trustee of Target Ovarian Cancer 2008 to 2013 and was a Governor of Goldsmiths College, London. She was appointed Companion of the Order of the Bath (CB) in 2021.
