Shape better policies, institutions and economies with the Innovation, Public Policy and Public Value MPA at the UCL Institute for Innovation and Public Purpose. Led by Professor Mariana Mazzucato, the institute is home to global experts rethinking how public value is created.
Tackling the grand challenges of the 21st century—transitioning to a sustainable economy, decreasing inequality, delivering effective public services—requires new ways of thinking and new organisational capabilities. We combine an alternative approach to policymaking with a clear focus on structural change and innovation, equipping you with the dynamic skills to lead purpose-driven organisations across the public, private and civic sectors.
You can tailor the degree by choosing one of three pathways:
- Public Administration and Management
- Economic Policy and Political Economy
- Digital Transformation
You then put your learning into action through a professional placement or independent research project that connects ideas with real-world impact.
We offer full-time, part-time, and flexible study options, giving you the freedom to shape your degree around your career and personal goals.

The core courses were so much more than a typical MPA, bringing in systems thinking and design thinking to help us take more novel and inclusive approaches to the policy process.

In your final term, you’ll choose how to apply your learning:
- Professional placement – work with a public, private or third-sector organisation on a live innovation or policy challenge. Recent partners have included the Scottish Government, Greater London Authority, New Zealand Ministry for the Environment, the Food and Agriculture Organization (FAO), Challenge Works, Innovate UK and the Danish Design Centre.
- Independent research project – explore a topic that connects directly to your career goals, supported by expert academic supervision.
Whichever route you take, you’ll graduate ready to shape policy and drive change across government, international organisations, NGOs and mission-driven businesses.
Studying at UCL Institute for Innovation and Public Purpose
You will join the UCL Institute for Innovation and Public Purpose network, a global community shaping public policy and institutional reform. We work with governments worldwide, advising at political, strategic and service delivery levels. Many of your peers already work in the public sector, bringing valuable experience into the classroom and expanding your network.
We also run public lectures, seminars and panel discussions with global experts in innovation, policy and public value. These events give you the chance to engage with new ideas and grow your professional network.
