Effectiveness of China’s Talent Housing Policies on Talent Agglomeration

The research builds on the knowledge that under high-rocketing housing prices in many top cities with developed economies and good career opportunities, some talented workers are forced to leave since they cannot find affordable and suitable housing. Under this circumstance, housing subsidy to targeted talents is adopted as a policy instrument by some municipalities to retain the talents. In China, such policies are named as Talent Housing (TH) policies. However, due to the complex effects (i.e., positive, negative, composite) of housing prices (i.e., housing cost to talent) on talent flow, along with impact of cities’ socio-economic conditions on talent flow, policymakers are uncertain about whether the implementation of TH policies will has an expected outcome and what role Talent Housing policies play in deciding talent flow.

The research aim is to explore the effectiveness of TH policies on talent attraction and relevant determinants of THs effectiveness in terms of cities socio-economic conditions and subsidy allocation among different levels of talent. The research is based on theory of “New Economic Geography” developed by Krugman. Quantitative method will be applied to analyze the data including cities’ socio-economic factors (e.g., work opportunities and housing affordability) and TH subsidies of 38 Chinese cities. In addition, survey questionnaire will be used to collect the opinions of different levels of talent on TH policies.

The research extends the limited studies on the understanding of TH policies and their impact on talent movement, by considering intercity difference and gradient subsidy as two important determinants of THs effectiveness, which are two significant research gaps in existing TH policy studies. The research also helps policy makers in understanding the effectiveness of TH policies and designing the policies more suitable to the different cities to maintain sustainable development.

Biography

Pengpeng is a PhD student at the Bartlett School of Planning under the supervision of Dr Qiulin Ke and Dr Sonia Freire Trigo. Before joining UCL community, he pursued his study of Urban Planning in China. He holds a BEng at Chongqing University (CQU) and Master’s degree in Southeast University (SEU). Pengpeng also worked as a planner in Urban Planning & Design Institute of SEU and Smart City Research Institute of SEU, where he developed his interests and professional experiences in data-augmented urban design under the guidance of Prof. Junyan Yang.

He is committed on enriching urban planning and designing in Chinese context with more inclusivity and sustainability. It triggers his new academic concerns about gentrification, housing, human capital mobility, and knowledge-based economy.
