Climate Missions and Global Governance: COP30

The discussion with Túlio Andrade and Mariana Mazzucato will focus on the COP31 process, exploring Brazil’s role in shaping global climate governance after COP30, reflections on the outcomes and strategic lessons from Belém, and the next steps on the road to COP31 in Antalya, Türkiye (9–20 November 2026). This session will offer students and faculty an insider perspective on the evolving dynamics of the UNFCCC process, the challenges and opportunities in accelerating climate action, and how mission-oriented approaches intersect with global climate diplomacy.
A law graduate and career diplomat since 2009, Túlio holds an MPA from Harvard Kennedy School. He researched contemporary art and cybernetics at Tokyo University of the Arts and was a Visiting Fellow at Perry World House. With postings in London and Tokyo, he led Digital Affairs and Climate Negotiations at Brazil’s Foreign Ministry, shaping strategy for COP28, COP29 and the 2024 G20 Presidency. Since 2025, he has served as COP30 Chief Strategy and Alignment Officer.

Her previous posts include the RM Phillips Professorial Chair at the Science Policy Research Unit at Sussex University. She is a member of the UK Academy of Social Sciences (FAcSS) and the Italian Academy of Sciences Lincei.
