About the session
What does it take to embed learning into the everyday practice of policymaking? This hybrid session brings together a dynamic panel of public sector practitioners from around the world - Barbados, Brazil, and Peru - who are working at the frontier of building state capabilities while actively designing and delivering public policies for mission-driven government.
In a practitioner-to-practitioner dialogue, we will explore how capabilities are cultivated and applied simultaneously - translating learning into doing, often under complex and rapidly evolving conditions.
The session will also share reflections from IIPP’s own journey over the past year in advancing an applied learning approach - working alongside governments to co-develop experimental learning spaces that feed directly into policy and missions building. We will discuss what’s been tried, what’s emerging, and what’s next as we continue to ask: how do we learn and implement, together?

IIPP's Forum 2025 - Rethinking the State
The Rethinking the State Forum is UCL IIPP’s flagship annual event, convening global thinkers, policymakers, students, and practitioners to examine how states can build the capacity to drive inclusive, green, and digital transformations. Taking place from 18–20 June 2025, the Forum offers a space for critical reflection and exchange on the evolving role of the state in tackling today’s complex challenges. Through public panels, interactive workshops, and cross-sector dialogues, the event explores themes such as decolonising public administration, rebuilding public institutions, and reconfiguring governance for the common good.
