Building Capacity for a Green Transition: A New Approach to Growth, Development and State Capacity
Is the old economic playbook blocking the green transition? Three leading voices will debate how to rewrite the rules for sustainable development that works for everyone.
Achieving green growth requires total transformation in how the economy is structured and in the role of the state in shaping it. Building a new economy means moving away from old economic paradigms, which focus on growth in name only as the end goal. For growth to be inclusive and sustainable, the state must play an active role in directing it, and this requires new models for economic development that support a just green transition through directing public finance, building a capable state, and forging collaborations for global equity.
On the occasion of London Climate Action Week, IIPP’s founding director, Professor Mariana Mazzucato will be joined by Kate Raworth (Economist and Senior Teaching Fellow at Oxford University) and Baroness Jennifer Chapman (Minister of State for International Development, Latin America and Caribbean). They will discuss Mazzucato’s new economic framing for market shaping, mission-oriented policies and green growth, Kate Raworth's model of Doughnut Economics, and the UK's approach to supporting international development that delivers meaningful outcomes.
Come and hear a discussion about why the time is NOW to stop just talking about green growth and development and start acting in systemic ways, with learnings from global coalitions to actions in local communities.

IIPP's Forum 2025 - Rethinking the State

Through public panels, interactive workshops, and cross-sector dialogues, the event explores themes such as decolonising public administration, rebuilding public institutions, and reconfiguring governance for the common good.
Founding Director and Professor in the Economics of Innovation and Public Value
UCL Institute for Innovation and Public Purpose (IIPP)Mariana Mazzucato is Professor in the Economics of Innovation and Public Value at University College London, where she is Founding Director of the UCL Institute for Innovation & Public Purpose (IIPP). Her previous posts include the RM Phillips Professorial Chair at the Science Policy Research Unit at Sussex University. She is a member of the UK Academy of Social Sciences (FAcSS) and the Italian Academy of Sciences Lincei.
Baroness Chapman was appointed Minister of State (International Development, Latin America and Caribbean) in the Foreign, Commonwealth & Development Office on 28 February 2025.
Before that she was Parliamentary Under-Secretary of State at the Foreign, Commonwealth and Development Office between 18 July 2024 and 28 February 2025.
Kate Raworth (sounds like ‘Ray-worth’) is a renegade economist focused on making economics fit for 21st century realities. She is the creator of the Doughnut of social and planetary boundaries, and co-founder of Doughnut Economics Action Lab. Her internationally best-selling book Doughnut Economics: seven ways to think like a 21st century economist has been translated into over 20 languages and has been widely influential with diverse audiences.
