Financing of Innovation and Development in the Global South

Overview
Countries of the Global South are more vulnerable due to the volatile capital flows and less matured innovation systems that are often detached from their core production structures and/or societal challenges. What are the interdependencies between finance and innovation on one hand and between innovation and development on the other hand; and how policy makers in the Global South are navigating this complexity?
This Discussion Panel specifically addresses challenges of the Global South by linking their innovation systems with the national industrial development goals while coping with challenges of technological and financial dependency. We will focus on economic problems, reflect on research questions linking finance, innovation and political economy and analyse policy responses. This Discussion Panel precedes the launch of the Special Issue in Innovation and Development journal (forthcoming in December 2022) dedicated to the aforementioned problematics and co-edited by by Manuel Gonzalo, Olga Mikheeva and João Marcos Hausmann Tavares.

Jayati Ghosh

She has authored and/or edited 20 books and more than 200 scholarly articles. She has received several prizes, including the 2015 Adisheshaiah Award for distinguished contributions to the social sciences in India; the International Labour Organisation’s Decent Work Research Prize for 2011; and the NordSud Prize for Social Sciences 2010, Italy. She has consulted for international organizations including ILO, UNDP, UNCTAD, UN-DESA, UNRISD and UN Women and is member of several international boards.

Diana Barrowclough is a Senior Economist in the United Nations Conference for Trade and Development, Division on Globalization and Development Strategies. Before joining the UN, she lectured economics at the University of Cambridge, where she was a Fellow of St John’s College. She was educated at the University of Cambridge (PhD Economics) and the University of Auckland (MA Economics and Political Science).

Manuel Gonzalo is a researcher-professor in Development Economics at the National University of Quilmes (UNQ) and associate professor in Economics at the National University of Chilecito (UNDEC), Argentina. His research, teaching and policy work focus on productive development, STI and international cooperation with a focus on India, South Asia, South America and the Global South.
João Marcos Hausmann Tavares

João Marcos Hausmann Tavares is a professor of Economics at Universidade Federal Fluminense (UFF – Instituto de Educação de Angra dos Reis/IEAR) and a researcher at RedeSist (UFRJ). He holds a PhD in economics from the Federal University of Rio de Janeiro (UFRJ) and his doctoral thesis was awarded the 2nd place in “Prêmio Brasil de Economia 2018” (COFECON).

Marie Curie Research Fellow
UCL Institute for Innovation and Public Purpose (IIPP)
Olga is a Marie Curie Research Fellow at UCL IIPP working on development banks and financial governance of innovation and development, including financing policies to support the green transition. One of her recent publications surveys some of historical roles played by Central Banks and Finance Ministries: Governing finance to support the net-zero transition: lessons from successful industrialisation (with J. Ryan-Collins).
