Over the past year governments around the world have taken unprecedented measures to support businesses and households in the face of the Covid-19 pandemic. One overlooked part of this response has been the role of public banks, which have been mobilised across the world to combat the economic fallout from the pandemic. This resurgence of public banks at a time of Covid-19 offers opportunities for pushing forward with green and just transitions. But there will threats, too, as the costs of Covid-19 recovery emerge and the hopes that public banks will underwrite private investors’ green risks rise.

He has fostered a global research and advocacy programme on public banks financing green and just transitions, with a particular focus on sustainable development and essential public services. Thomas is also a Research Associate at the Municipal Services Project and holds a Senior Lectureship in Development Studies at SOAS University of London. He collaborates with civil society research institutes, including the Transnational Institute, the Democracy Collaborative, and Eurodad, as well as with UN bodies like UNRISD, UNFfD, and UNCTAD. He sits on the Advisory Board of the US-based Public Banking Institute. Thomas has worked in the NGO, private, and public sectors in Canada and Latin America. In addition to co-editing the Public Banks and Covid-19 book, he is publishing a new single-author book with Cambridge University Press titled, Public Banks: Decarbonisation, Definancialisation, and Democratisation, due out in spring 2021.
