A recent IIPP report argues that the answer to this question requires new ways to think about governance and evaluation. In this webinar, Clare Sumner, Director of Policy at the BBC and Mariana Mazzucato, founding Director of IIPP, will discuss the dynamic new ways the BBC can look at its value as a market creator.

As an innovative public institution, the BBC creates huge public value, but in some debates about the institution there is an implicit accusation that the broadcaster is ‘crowding out’ the market through the scale and quality of its services. In this webinar, Clare Sumner and Mariana Mazzucato will discuss the dynamic new ways the BBC can look at its value as a market creator. Rather than beginning with a market failure framework, which sees public organisations like the BBC as only relevant in their capacity to fix market failures, they will discuss how to look at the BBC through a market shaping framework and how to design and test new metrics that assess how the BBC delivers against its mission, creating public value and in the process co-creating and shaping markets.

She is responsible for the BBC’s regulatory strategy and the relationship with the BBC’s regulator, Ofcom. Clare is also a current member of the Kings College Council, the governing body of Kings College London. Prior to this, Clare worked for the Civil Service in a variety of roles including leading the Civil Service Reform Programme, managing the Criminal Courts and working in the heart of Government both in the Cabinet Office and as Private Secretary to the Prime Minister leading on the legislative programme and Prime Minister’s Questions. Over her career Clare has advised on a wide range of Government policy and has specialised in constitutional, media and criminal justice policy. Clare has also held board level positions as a NED/trustee in the charity sector, education and the NHS.

She is the author of three highly-acclaimed books: The entrepreneurial State: Debunking Private vs. public Sector Myths (2013), The Value of Everything: Making and Taking in the Global Economy (2018) and the newly released, Mission Economy: A Moonshot Guide to Changing Capitalism (2021). She advises policymakers around the world on innovation-led inclusive and sustainable growth. Her current roles include being Chair of the World Health Organisation’s Economic Council on Health for All and a member of the South African President’s Economic Advisory Council, the Scottish Government’s Council of Economic Advisors, and the United Nations High-level Advisory Board (HLAB) on Economic and Social Affairs, among others.

MOIN brings together leading global policy-making institutions to share the challenges and opportunities they face when trying to create public value. In the last year, Rowan has built on the seminal work that the Institute has done with the European Commission and with the Scottish Government to extend this work into a range of public institutions such as the BBC. Prior to joining UCL, Rowan was Director of Innovation at the Royal Society of Arts (RSA) where she set up the RSA Lab, an experimental space that uses design methods to explore and test research insights and policy ideas with government agencies, NGOs, businesses and social enterprises. Prior to that she led a wide range of design and engagement methods, notably the community participation in the design process for London 2012 Olympic Park. She holds an MSc in Responsibility and Business Practice from the University of Bath and is a PhD Candidate at IIPP.
