This was a study of the delivery of education, health, water, sanitation and related services for low-income communities in Phnom Penh and three intermediary urban centres (K. Chhnang, K. Cham and Kampot). The research assessed the demand and possible approaches to integrating service delivery under community management at the local level. The study, undertaken in conjunction with a local NGO (CWPD) included a survey covering more than 1,600 households in 16 urban and peri-urban communities. Funded by Asian Development Bank.
