The relationship between a highly modern and efficient public transport network, and the exclusion of certain groups within the city from using this system, is a manifestation of the tension between the global capitalist system, and the local reality of poverty and social exclusion. This paper seeks to contribute to the debate concerning whether a city such as London can remain competitive at a global level in macro-economic terms, whilst at the same time address key social exclusion issues at the micro-local level.
