Environmental concern has tended to be preoccupied with issues of natural resources, the great questions of the preservation of the natural habitat and endowments of the planet, rather than what are in some ways the more intractable problems of human interaction. Some of the worst problems of human survival are now concentrated in the great cities of the developing world, symbolised in the catastrophe of Bhopal in India, even though Europe, North America and Japan produce far greater quantities of pollutants than the rest of the world.
