Research summary

Prof Liang‘s researches focuses on climate investment and finance policy and standard, digital technologies application to improve carbon market design, valuation of low-carbon projects and innovation in carbon capture utilisation and storage technologies. He welcomes PhD application from the following disciplines:
- Green Finance
- Climate Investment and Finance (incl. carbon finance and carbon market) 

- Carbon Footprint Analysis
- Innovation of Carbon Capture Technologies (R&D and pilot testing) 
- Carbon Capture Utilisation and Storage related Policy and Finance Studies

Teaching summary

Prof Xi Liang is Programme Director of MSc in Infrastructure Investment and Finance. He contributes to modules of The Economic Institutions of the Construction Industry (BSSC0002) and Infrastructure: Economic Principle and Policy (BSSC0018). Prior to joining UCL, Xi has been teaching courses related to energy finance, climate investment and finance, carbon finance, carbon market, infrastructure finance and low-carbon technologies.  


Xi Liang is currently Professor of Sustainable Construction and Project Management at Bartlett School of Sustainable Construction at University College London. Prior to joining UCL, he has been a Senior Lecturer in Energy Finance and Director at the Centre for Business and Climate Change (CBCC) at the University of Edinburgh.

Xi is also a Standing Committee Member for China’s Climate Investment and Finance Association (CIFA) and Deputy Director for China’s CCUS Committee, within Chinese Society for Environmental Sciences. Xi recently was the lead expert for Asian Development Bank’s Municipal Climate Finance Project in China. He is also the core advisory member in drafting China's Climate Investment and Finance policy document and in developing regional pilots. Dr Liang also a key project member for various of climate finance projects in China, including standard development, policy formulation and municipal climate finance pilot and delivered training on climate finance for municipal government officials. Dr Liang has been appointed as the International Lead of the Asian Development Bank’s CCS Centre of Excellence (Guangdong) project, PI of the World Bank Network Carbon Market (China), and PI of multiple UK Foreign and Commonwealth Government Office (FCO) Strategic Programme Fund projects.

Xi is currently driving the improvement of carbon capture technologies and is creating a future proof climate finance and emission reduction project frameworks. His research in Climate Finance, Carbon Market, Energy Policies, Carbon Capture, Utilisation and Storage (CCUS), received a total grant income support of £6.2 million from 31 projects. Xi's research and industry engagement have led to the development of the UK-China CCUS Centre (GDCCUSC) and China’s Climate Investment and Finance Association (CIFA). He also launched China’s 1st offshore CO2 carbon and storage project in China, and successfully constructed the first carbon capture testing centre in Asia (China Resources Power Haifeng Carbon Capture Testing Platform) with US$20 million investment and operational since May 2019. Xi is involved in the development of more than 10 CCUS projects covering power, steel and cement sectors.
