Collaboration with the Uruguayan Ministry of Foreign Affairs

On May 19, 2025, the Plancondor.org project launched a new section within its website, marking the 50th anniversary of Operation Condor.

The Plancondor.org website now houses ten, newly digitised, documents from the Uruguayan Ministry of Foreign Affairs relating to the sinister transnational terror network that operated in South America in the 1970s.
Mariana Risso and Rodrigo Barbano, both of whom co-founded the Plancondor.org project with Dr Francesca Lessa in 2022, participated in the launch event held at the Ministry in Montevideo, together with Valeria Csukasi, the interim Foreign Minister; Cristina Mansilla, the Director of the Human Rights Section; and Mariela Cornes, one of the Ministry's archivists. The event, "50 Years after Operation Condor - Digitisation of Documents from the Ministry's Archives on Emblematic Cases," unfolded before Andrés Peláez, the Director of the Ministry's General Secretariat, ministry officials, and representatives from civil society organisations. This is the first time that official documents relating to the participation of Uruguay in Operation Condor have been digitized and made available for digital open access.
The Plancondor.org project is housed at the UCL Institute of the Americas and is coordinated by Dr Lessa. It is currently being funded through the UCL QR Policy Support Fund and the UCL’s HEIF Knowledge Exchange and Innovation Fund Grant (KEI2024-02-41).
