The MORE group recommendations
The MORE group comprises members of the UCL community within the inquiry who did not agree to sign off on the Report in its final form. Their names are listed below. They would have liked more time to develop the report’s narrative and expand its historical understanding of Eugenics. They would also have preferred a broader set of terms of reference that gave equal weight to all targets of Eugenics and to have looked in greater depth at UCL’s teaching provision related to its history and critical analysis. They remain committed to the work of the Commission and have therefore produced a different set of recommendations in order to take its conversation forward.

Research commissioned by the Inquiry
The Inquiry’s report is based on archival research work and 33 expert witness interviews undertaken since the beginning of 2019. Surveys and a series of focus groups were concluded in late 2019. The empirical research has involved analysing over 1,000 responses to the online survey and 14 focus groups conducted with UCL staff, students and alumni. The Commission also organised four Town Hall meetings for the UCL community at different stages of the Inquiry.

Inquiry response group report (Apr 21)
In early 2020, the Inquiry into the History of Eugenics at UCL presented a report and series of recommendations (included below) as a route map for UCL to address the legacy of eugenics. Following that, a Response Group of dedicated people with diverse lived experience and professional expertise has thoughtfully and thoroughly examined those recommendations, and this report presents their proposals for how these recommendations can best be enacted to ensure we are meeting not just the letter but also the spirit of the Inquiry.
Additional inquiry and research (Nov 21)
The Inquiry’s report and recommendations were published in February 2020 and accepted by UCL, with a response group set up to deliver approaches to implementing the report (copy below). It was subsequently felt that the role of Professor Lionel Penrose in UCL’s history of eugenics and anti-eugenics deserved greater attention. This additional research and report were commissioned by Professor Dame Hazel Genn, co-chair of the UCL Eugenics Inquiry Response Group, and delivered in November 2021 by Dr Maria Kiladi, Research Fellow working on the history of eugenics in UCL’s Department of Science and Technology Studies.
