• UMC meets weekly on Tuesdays, 09:30-12:00, except during closure periods
• Final papers must be submitted to the secretary two weeks in advance of the relevant meeting date.

Terms of Reference

Subject to any particular direction that may from time to time be given by the Provost, the University Management Committee is charged by the Provost:

1. To take such decisions in relation to all aspects of the University’s executive and academic functions as are referred to it by the Provost;
2. To oversee the development of the University’s strategic plan and financial strategy, for approval by Council;
3. To oversee and lead on progress against academic and operational strategy, monitoring the performance of the constituent parts of the University against a range of key performance indicators and other contextual data;
4. To consider and interpret the external strategic environment, including changes in government policy and sector developments, and to identify and act on their implications for the University;
5. To oversee, advise and direct action on the requirements of the Office for Students, and to approve institutional submissions to the Office for Students and other bodies;
6. To consider, and where applicable to approve, institution-wide or other significant strategies and policies to comply with University and/or external statutory or regulatory requirements;
7. To monitor and scrutinise the financial position of the University and the allocation of funds within parameters set by Council and to recommend the annual budget to Finance Committee;
8. To approve projects, programmes or contracts up to a value of £10 million as referred to it by the Provost or UMC committees;
9. To recommend proposed tuition fee changes annually to Finance Committee; and to approve changes to tuition fee bands for individual programmes;
10. To approve the Tuition Fee Deposit Policy; and to approve tuition fee deposits annually;
11. To determine the principles and strategy for the reward of the University’s employees, including non-salary benefits, and to approve policies related to the recruitment and selection of University staff and any institutional severance scheme;
12. To ensure the identification and evaluation of key risks that threaten the achievement of the University’s aims, including by way of reports from UMC committees; to keep under review the institutional risk appetite and continually develop the risk management framework; and to ensure that a register of those risks is maintained and actively managed;
13. To consider internal audit reports prior to their submission to Council’s Audit Committee and to ensure that effective management action is taken;
14. To oversee the effective health and safety management of the University, including approvals of policies, standards and strategy;
15. To mandate effective response to immediate and unexpected operational pressures;
16. To ensure effective reputation management for the University, and ensure effective co-ordination of relationships with government and key institutional partners;
17. To establish and amend terms of reference and constitutions of UMC committees, oversee their effective operation and implementation of strategic decisions, and to consider reports and recommendations from such committees for approval or further recommendation;
18. To take decisions on any other executive functions specified in the University’s Scheme of Delegation.
