2020-21

Terms of Reference

Subject to any general or particular direction that may from time to time be given by the University Management Committee (UMC), the Estates Management Committee is charged by UMC:

  1. To ensure appropriate governance and management of estates issues across the entire academic and student accommodation estate, including asset management, capital projects, maintenance and repair, hard and soft facilities management services and energy and environmental issues relating to the estate;
  2. To provide oversight and institutional strategic alignment to the development and ongoing review of the UCL Estates Strategy and recommend amendments or new strategies to UMC;
  3. To provide oversight and strategic support to the development and ongoing review of the University’s Sustainability Plan and to recommend any amendments or new strategies to UMC;
  4. To monitor the progress of commitments within the Sustainability Plan against agreed targets;
  5. To consider and approve capital projects business cases or proposals with a value of up to £10m; to review and recommend business cases for higher value projects for approval in line with delegated authority limits; and to keep an overview of the progress and performance, including any benefits realised, of any such projects;
  6. To recommend to UMC the principles for the allocation and use of space and the resolving of any conflicting priorities, including accommodation;
  7. To approve annually the rent setting for student accommodation and total amount allocated for associated bursaries;
  8. To oversee effective management of key estates risks and to ensure that they are identified, assessed and managed in line with the University’s risk management framework and institutional risk appetite;
  9. To support UMC in developing and keeping under review the institutional risk appetite for estates risks;
  10. To report estates risks to UMC to provide assurance that the arrangements to manage estates risks are appropriate and effective; and to escalate to UMC any significant regulatory or compliance risks with recommendations for response;
  11. To refer matters to UMC or other committees where they impact on the responsibility of other UMC committees or where the Chair considers the decision to be of strategic importance;
  12. To recommend major decisions relating to the Estates portfolio to UMC;
  13. To report to UMC and to the Estates Committee by submission of a report of each meeting of the Estates Management Committee.
