Scheme of Delegation
Our Scheme of Delegation outlines how authority and decision-making are distributed within UCL.
Council’s powers are set out in Article 4 of the Charter and Statute 6(2). Council is able to delegate decision making powers to bodies and positions under Article 16 of the Charter. This power of delegation is subject to the provisions of Statute 6(5), in terms of how such delegation must be exercised.
In line with the power to delegate, Council has approved a refreshed Scheme of Delegation, effective from 1 August 2025. A copy can be found here:
The Scheme of Delegation sets out how UCL’s decision-making power is distributed, specifying which bodies (e.g. committees) or positions are authorised to make specific decisions.
It also sets out:
- the “Principles Governing Delegation”, explaining the basis upon which delegations are exercised in practice;
- what delegates must consider when reaching a decision under a delegation;
- Council’s Primary Statement of Responsibilities; and
- matters that cannot be delegated by Council and a list of matters that are reserved to Council.
