This White Paper sets out a significant programme of reform for UCL as we adapt to the new financial realities. Its vision is clear and its strategies are achievable. The next step is to convert them into a programme backed up by a timetable, and with a set
of key performance indicators by which we can assess progress against targets.

This is familiar territory. We have strong experience of strategic planning and implementation at UCL, and we know that we have every opportunity now to repeat and build on these successes.

The White Paper is published on the internet to ensure that it is as widely read as possible. The implementation plan is for internal guidance and governance rather than for public dissemination. Its key aspects will be consulted upon internally as they are firmed up.
