Alien Suffrage and Social Contracts

Should foreigners be able to vote in national elections? This paper considers the case for alien suffrage largely through an analysis of what is arguably the strongest case against it - the ideal of the social contract.  It concludes the case against alien suffrage is not as well-founded as is often supposed, but particular aspects of it cannot be dismissed.  Normatively, the balance of argument supports granting, to long-term residents, conditional rights to the franchise.
