Jeffrey Jowell QC, Professor of Law, was Dean of UCL’s Faculty of Laws and Head of its Law Department between 1998-2000 and again from 1982-1989. From 1994 to 1999 he was Vice Provost of UCL. He is also a practising barrister at Blackstone Chambers.

He is a leading authority on public law (including Constitutional, Administrative, Human Rights and Planning and Environmental Law) and has written widely in those areas. His many publications include two particularly well-known texts:

1. with Lord Woolf, Lord Chief Justice, de Smith Woolf & Jowell: Judicial Review of Administrative Action (5th edition) (6th edition, forthcoming). This book has become the most heavily cited book on public law over the past 8 years.
2. With Professor Dawn Oliver (of UCL) The Changing Constitution (5th edition, 2004).

In 2000 he was appointed by the Government as UK’s first member of the Council of Europe’s Commission for Democracy Through Law (The Venice Commission). In 2001 he was appointed to the Commission’s governing body and in 2003 he was appointed Vice Chairman of the Commission. In 2003 he was appointed to UK’s prestigious Royal Commission on Environmental Pollution. Since July 2004 he has been a member of the Board of the Office of Rail Regulation (which regulates UKs privatised rail networks). He is a member of the Lord Chancellor’s Advisory Committee on International Legal Relations. He was a member of the Bowman committee which was appointed to review the workings of the Crown Office (now “Administrative Court”) between 1998-2000.

He has held visiting professorships in a number of universities outside of the UK., serves on the boards of various public bodies and legal journals and has advised on constitutional and administrative law matters in a number of countries including South Africa, Serbia and Montenegro and Bosnia. He has been awarded several honorary degrees and awards.
