Profile
Dara joined the Faculty of Laws in January 2013 as a research student working on settlement of disputes on maritime delimitation before international courts and tribunals, under supervision of Professor Philippe Sands QC. His dissertation examines the approaches of the ICJ, ITLOS and Annex VII Arbitration under UNCLOS to the delimitation of maritime boundaries.

Prior to commencing his research, Dara was a Deputy Director of Legal Affairs Department, Ministry of Foreign Affairs where he had worked on a wide range of public international law matters including land and maritime boundary disputes, law of the sea, human rights, immunities, treaties and dispute settlement. He taught public international law and constitutional law at the Pannasastra University of Cambodia and the Royal University of Law and Economics. He practiced as a legal counsel with a leading law firm in Phnom Penh, specialising in commercial, energy, mergers and acquisitions and securities. Dara also has advised and assisted in cases on territorial and maritime boundary disputes before the ICJ and Annex VII Arbitration under UNCLOS.

Dara studied law, economics and diplomacy in Phnom Penh and then received an LLM from Nagoya University School of Law, Japan and LLM in International Law from the University of Aberdeen School of Law, United Kingdom as a Japanese ODA and British Chevening Scholar.
