Profile
Javier de Cendra is an energy and environmental lawyer at the UCL Energy Institute. He studied a first degree in law and economics, after which he gained an LL.M in international, European and comparative energy and environmental law. After working as an environmental consultant, he went on to write his PhD thesis in which he undertook a fundamental legal analysis of EU climate change law and policy and the way in which benefits and costs of climate mitigation measures have been distributed among countries, among economic sectors, and within sectors.

Javier publishes regularly on different aspects of international and European energy and environmental law, including market-based mechanisms, interactions between climate law and trade law, state compliance with international climate change law, domestic legal frameworks for energy, and regulatory mechanisms for the promotion of renewable energy sources and energy efficiency.


Research
His research interests include the development of international, EU and domestic legal frameworks to mitigate and adapt to climate change, as well as their interface with domestic regimes, bearing in mind that states and local authorities are responsible for developing many key aspects of climate change policies. He is particularly interested in combining different legal disciplines (i.e., energy law, environmental law, tax law, and administrative law), to develop frameworks that support the transition to low carbon and sustainable societies.

At the UCL Energy Institute, Javier brings a legal dimension to the highly multidisciplinary work currently undertaken (covering many policy, technical and behavioral aspects of the production and consumption of energy). The main goal is to generate new collaborative and multidisciplinary research, whether at international, European or domestic levels, which develops innovative solutions to tackle current challenges faced by societies in moving towards low carbon and sustainable futures.
