Clinical Academics - Annex I

Clinical Academic (Honorary Consultant) - A Clinical Academic (Honorary Consultant) will hold a substantive academic contract of employment with an HE institution at Senior Lecturer level or above. In addition such staff are required to hold an Honorary Consultant contract with a local NHS organisation to facilitate their undertaking clinical duties and responsibilities, commensurate with consultant level staff in the NHS, and at a minimum to be consistent with the need to retain accreditation. Appointment as a Clinical Academic (Honorary Consultant) is subject to the annual processes of joint Integrated Job Planning and joint Appraisal.
Clinical Academic Public Health (Honorary Consultant) - A Clinical Academic Public Health (Honorary Consultant) will hold a substantive academic contract of employment with an HE institution at Senior Lecturer level or above. In addition such staff are required to hold an Honorary Consultant contract with a local NHS organisation to facilitate their undertaking clinical duties and responsibilities, commensurate with consultant level staff in the NHS, and at a minimum to be consistent with the need to retain accreditation. Appointment as a Clinical Academic Public Health (Honorary Consultant) is subject to the annual processes of joint Integrated Job Planning and joint Appraisal.
Senior Academic General Practitioner - A Senior Academic General Practitioner is defined as a clinical academic specialising in Primary Care who has a substantive academic contract with a HE institution at Senior Lecturer level or above and is considered to be undertaking duties and responsibilities commensurate with Clinical Academic staff required to hold Honorary Consultant level appointments with an NHS organisation as part of their terms of employment. S/he will be a registered general practitioner and practising clinician normally based in an undergraduate medical school. In addition, a Senior Academic General Practitioner will normally, but not necessarily, have an honorary contract with a partner NHS Trust. Appointment as a Senior Academic General Practitioner is subject to the annual processes of joint Integrated Job Planning and joint Appraisal.
Emergency work for staff holding Clinical Academic (Honorary Consultant) or Clinical Academic Public Health (Honorary Consultant) level appointments :
Predictable emergency work
- This is emergency work that takes place at regular and predictable times, often as a consequence of a period of on-call work (e.g. post-take ward rounds). This should be programmed into the working week as scheduled Programmed Activity.
Unpredictable emergency work arising from on-call duties
- This is work done whilst on-call and associated directly with the consultant's on-call duties (except in so far as it takes place during a time for scheduled Programmed Activities), e.g. recall to hospital to operate on an emergency basis.
Out of Hours Work for staff holding Senior Academic General Practitioner level appointments :
Senior Academic General Practitioners can be required to undertake out of hours duties under their honorary NHS contract. Participation in an out of hours arrangement will attract a pay supplement equivalent to the local rate of pay for GPs working out of hours.
In some cases a Senior Academic General Practitioner's duties for the substantive employer may comprise an out of hour commitment, for example as part of a patient-based research project. This will be recognised as a commitment in the Integrated Job Plan, and as such will attract no further pay supplement.
Private Professional Services (also referred to as "private practice") for staff holding Clinical Academic (Honorary Consultant) or Clinical Academic Public Health (Honorary Consultant) level appointments: such services as include:
- the provision of professional services by private arrangement;
- work in the general medical, dental or ophthalmic services under Part II of the National Health Service Act 1977 (except in respect of patients for whom a hospital medical officer is allowed a limited "list", for example members of the hospital staff); and
- the provision of services to private patients in NHS organisations, including services provided on behalf of an NHS employer but which are not included in a consultant's Job Plan.
Private Professional Services (also referred to as "private practice") for staff holding Senior Academic General Practice level appointments: such services as include:
- the provision of professional services by private arrangement; and
- the provision of services to private patients in NHS organisations, including
- services provided on behalf of an NHS employer but which are not included in a senior academic GP's Job Plan.
Programmed Activity: a scheduled period, nominally equivalent to four hours, during which a Clinical Academic (Honorary Consultant), Clinical Academic Public Health (Honorary Consultant) or Senior Academic General Practitioner undertakes Contractual and Consequential Services.
Premium Time: any time that falls outside the period 07:00 to 19:00 Monday to Friday, including any time on a Saturday or Sunday.
Honorary Employer (or honorary employing organisation): the NHS organisation issuing the honorary clinical contract.
Substantive Employer: the employer issuing the Clinical Academic (Honorary Consultant), Clinical Academic Public Health (Honorary Consultant) or Senior Academic General Practitioner's substantive contract of employment. This will normally be a University.
