Carbon Capture and Storage (CCS) is a new technology, which may play a significant role in strategies for dealing with climate change.

This website aims to provide a dedicated, up to date, open access and independent resource base on legal and regulatory issues related to CCS, together with associated policy material.

The website covers various arenas and jurisdictions with a view to promoting informed discussion and analysis by decision-makers in government, industry and the wider community.

Technology Centre Mongstad (TCM), on the west coast of Norway north of Bergen, was
officially opened on 7 May, in a ceremony involving the Norwegian Prime Minister and
leading figures from the CCS and energy policy communities.

CCS in Canada - Project Pioneer demonstration project not to proceed

Following conclusion of the front end engineering and design (FEED) study, the three
industry partners involved in Project Pioneer, in the Canadian province of Alberta, have
announced that they will not proceed with the venture because of a lack of market demand
for the captured CO2.

UK Government announces GBP1bn CCS Commercialisation Programme and CCS Roadmap

On 03 April, UK Energy and Climate Change Secretary Edward Davey launched a new CCS Commercialisation Programme, including GBP 1 billion of capital funding to support commercial-scale CCS with a view to enabling commercial deployment 'in the 2020s'.

Ben Milligan joins CCLP

CCLP has been joined by Ben Milligan, who was previously based at the Australian National Centre for Ocean Resources and Security, University of Wollongong. Ben's research and publications focus on oceans policy and related aspects of public international law. He will contribute to CCLP research concerning offshore carbon sequestration and update content on the Centre's website.

CCS Rotterdam 2011

Chiara Armeni and Alexandra Malone attended the CCS Rotterdam events on May 9-11, 2011. The first day was the Global CCS Institute members' meeting, which brought together major CCS stakeholders from around the world. The second day was the European CCS Demonstration Project Network's inaugural knowledge dissemination event, "A Year of Knowledge Sharing: Sowing the First Seeds."

CCLP launches new case study projects

In 2011-2012, the CCLP will carry out two major case studies - one on the implementation of the EU CCS Directive in selected EU Member States and a second on the development of a legal and policy framework for CCS in a developing country.

The EU Case Studies Project aims to critically analyse the implementation of the CCS Directive in UK, Germany and Poland. The Developing Country study is aimed at identifying the challenges developing countries could face in designing CCS legislation and what legal and policy solutions are being envisaged. South Africa has been chosen for this study, due to its sofisticated environmental law tradition and its interest in CCS.

Both studies will be carried out with the support of partners in the chosen countries. Final reports for the EU and Developing Country projects are expeted in Autumn 2011 and Spring 2012, respectively.

On 29 November 2010, the CCLP hosted a dinner at the Athenaeum for our donors and other CCS stakeholders from industry, academia and the government. The discussion centered around funding for CCS, both for the demonstration programme and the options available for ensuring the long-term development of the technology.

Ian Havercroft, lead researcher at the CCLP, attended GHGT-10 in Amsterdam. He presented a paper with Brendan Beck from the International Energy Agency on the 'Development and distribution of the IEA Model CCS Legal & Regulatory Framework' as part of the legal and regulatory issues session.

On the 15-16th March the CCLP in association with New York University School of Law and the Global CCS Institute held a Global Symposium on CCS at New York University. Professor Richard Macrory, Director of the CCLP, and Professor Richard Stewart from NYU School of Law, Guarini Center on Environmental and Land Use Law, discuss the legal and policy issues raised by the event in a podcast recorded by New York University. Second IEA International CCS Regulators' Network Meeting

Ian Havercroft, the CCLP's lead Researcher, actively participated in the second meeting of the IEA International CCS Regulators' Network , which was held in Paris on the 20th and 21st of January 2010. This meeting provided the opportunity to analyse and discuss the work undertaken thus far by the Regulators' Network, as well as CCS legal and regulatory developments in Europe, North America, and Australia. A dedicated session addressed 'CCS Legal & Regulatory Developments in Key Developing Regions' by providing case-studies from South Africa, Brazil, China and Indonesia. An overview of the IEA CCS Model Legal and Regulatory Framework initiative was also discussed during this meeting.

This event was held on the 12-13 January 2010 at the UK Embassy in Japan. Ian Havercroft, the CCLP lead researcher was invited to speak by the UK Foreign Office on the topic of contemporary legal issues for CCS and the development of a global regulatory framework.

Webconference on the CCS Outcome of Copenhagen

Following the outcome of the Climate Change Conference in Copenhagen, the IEA hosted this webinar with the aim of discussing the implications of this round of negotiations upon CCS development.
During the webinar, the discussion related to the status of the negotiations with respect to the eligibility of CCS activities under the Clean Development Mechanism (Tim Dixon-IEA) and to the impact of Copenhagen upon Annex I countries (Bruce Wilson - DRET Australia), non-Annex I countries and G-77 (Lobo Balia - MEMR Indonesia), and business and industry (Luke Warren - CCSA) in the context of CCS activities. The debate concerning CCS under the Long -Term Cooperative Action process was also analysed (Stig Sveenningsen - NPE Norway).

Seventh Annual EOR Carbon Management Workshop

Ian Havercroft, the CCLP's Lead Researcher, was invited by the British High Commission to speak at this event in Houston, Texas USA. The Seminar examined Texan and UK perspectives on CCS and the underpinning science, technology and legislation. Ian Havercroft gave a presentation regarding the European storage Directive and emissions trading legislation.
