Alberta Regulatory Framework Assessment (RFA) Working Group meeting

CCLP Visiting Fellow Chris Clarke attended the 11th meeting of the Regulatory Working
Group of Alberta?s Regulatory Framework Assessment (RFA) process, held in Calgary
on 17-18 April. This was the second face-to-face meeting that the Working Group has
convened. It was attended by both provincial and federal government representatives,
members of the CCS community and representatives from the IEA, the Global CCS Institute
and the Pembina Foundation. The Working Group has been examining a range of subjects
including: approvals, permits and regulatory process; CO2 classification; tenure; surface
access; pore space open access; pipeline open access; competition with other resources;
closure and transfer of responsibility; the Post Closure Stewardship Fund and financial
security; CO2 enhanced oil recovery (EOR); and public engagement and consultation.
Each of the four RFA working groups (the other three covering environmental, MMV
and geological/technical issues) is close to finalising its recommendations for the Steering
Committee and Expert Panel which oversee them.

Richard Macrory and Chiara Armeni speak at IEA CCS Web Conference

Professor Richard Macrory and Chiara Armeni presented key findings of the CCLP EU Case Studies Project at a web conference hosted in Paris on 21 March by the International Energy Agency.

The topic addressed by the conference was: 'Transposition of the EU CO2 Storage Directive: Current Status and Outstanding Issues.' Professor Macrory provided an introduction to the transposition process and the Directive. Chiara Armeni identified common issues arising from EU Member State transposition and the next steps for CCS regulation in the EU. Other speakers discusssed specific issues associated with transposition of the Directive in the UK, Romania and Italy.

Chris Clarke attends the 6th Annual Platts European Carbon Capture and Storage Conference

Chris Clarke, CCLP Visiting Fellow, attended the 6th Annual Platts European Carbon Capture and Storage conference, in London on 27-28 February 2012. The theme was 'CCS in Europe - Are we at a crossroads?'. The conference reviewed critical decisions to be made for the European demonstration projects during 2012, with the NER 300 awards due towards the end of the year and the amount of money currently on offer from both EU and national government sources being squeezed by the economic downturn. There were also presentations on the progress with large scale CCS projects in China, the US and Canada, as well as discussion of risk management options, EOR and future issues for offshore leasing of storage sites.

Blog on state of CCS regulation in Europe by Chiara Armeni

A new blog by Chiara Armeni has been published on the Global CCS Institute website entitled 'An Update on the State of CCS Regulation from Europe'. Chiara's contribution highlights recent developments and challenges in the implementation of the CCS directive in the Member States' national regimes. The blog also expands on the impact pf this process on the wider CCS deployment in Europe. Some of the issues discussed in the blog are further analysed in the CCLP reports on the implementation of the directive in selected jurisdictions, published in November 2011 and available at the Research Projects page of this website.

CCS Programme: Industry Day

On 16 December CCLP Visiting Fellow, Chris Clarke, attended the UK Department of Energy & Climate Change's "CCS Programme: Industry Day". At this event, which brought together a wide range of CCS stakeholders, the Department's Office of Carbon Capture & Storage (OCCS) launched the government's new delivery programme for CCS demonstration projects in the UK, following the withdrawal in October of the Longannet project, in Scotland. OCCS representatives described the lessons learned from the Longannet initiative and the strategy for achieving a competitive CCS sector in the 2020s. The event also included presentations from the Treasury, on the finance that will be available for the programme, and from DECC's Energy Futures team, on how it will fit within the policy of Electricity Market Reform.

CCLP featured in Platts Power in Europe

Platts Power in Europe report has published a contribution from CCLP Visiting Fellow, Chris Clarke, on the topic of the CCLP's recent workshop on the implementation of the EU CCS Directive. The article highlights the progress of the various countries towards transposing the CCS Directive and focuses on the different approaches being taken in each country. The article was published in Issue 614 of Platts Power in Europe on 28 November 2011.
