Palaeography:CISP: The lettering is Insular half-uncial. The first R and the H appear to have had wedge-shaped finials. The two forms of R are different. The first is half-uncial, the second majuscule. The T has a curved ascender and a flat top-stroke. The H is minuscule and the E is in the closed minuscule form.
