In the field of welfare state development, he examines the development of emerging welfare states in Latin America and the Caribbean and its relationship to multidimensional poverty and inequality. In the field of welfare-mix, his research agenda focuses on the conceptualization of the community as an alternative actor producing informal welfare through social policy by other means. Marginalized communities in Puerto Rico are used as case studies.
