Duties of the Dean of Students (Welfare)

Policy

In accordance with Statute 12 of the UCL Charter there shall be a Dean of Students, whose appointment shall be made, and whose duties shall be laid down by the Council on the advice of the Academic Board. The Dean shall hold office for such period as the Council may determine.

Subject to any particular direction which may from time to time be given by the President and Provost, or the Vice-Provost (Operations) the duties and responsibilities of the Dean of Students (Welfare) will include the undernoted paragraphs.

1. Qualifications

1.1 The Dean of Students (Welfare) shall be a member of the full-time academic staff of UCL.

2. Student Welfare

2.1 The Dean of Students (Welfare) shall be responsible for UCL's Student Psychological Services in consultation with appropriate UCL officers.

2.2 The Dean of Students (Welfare) shall (i) liaise with appropriate officers of UCL and (ii) advise students in respect of personal problems affecting students.

2.3 The Dean of Students (Welfare) shall, in respect of problems and difficulties experienced by overseas students, (i) liaise with the Head of the Student Centre or the Head of the International Office and/or such other officers of UCL as may be appropriate and (ii) offer advice and guidance to overseas students.

2.4 The Dean of Students (Welfare) in liaison with appropriate officers shall advise students regarding special requests to the Director of Student Residences for accommodation of students. This would apply in the case of medical circumstances which would have negative effects on a student’s ability to travel and/or study.

2.5 The Dean of Students (Welfare) is responsible for the recruitment and line management of residential wardens and vice-wardens in student accommodation.

2.6 The Dean of Students (Welfare) shall (i) liaise with the Director of Registry and Academic Services and/or Dean of Students (Academic) and/or Faculty Tutors and/or Departmental Tutors and/or such other officers of UCL as may be appropriate and (ii) advise students in respect of the issue of loans and award of bursaries from the loans and bursaries funds available to assist students in need of financial assistance to enable them to continue their studies.

2.7 The Dean of Students (Welfare) shall administer UCL's Student Purposes Fund.

2.8 The Dean of Students (Welfare) shall administer the Friends’ Trust awards on behalf of the Trustees.

2.9 As Chair of the Joint Staff-Student Committee, the Dean of Students (Welfare) will be responsible for overseeing the analysis of data on the student experience and for providing recommendations on it in an annual report to Academic Committee.

2.10 The Dean of Students (Welfare) is responsible for advising students in the event of bullying and harassment and for implementing UCL’s policy on bullying and harassment with respect to students.

2.11 The Dean of Students (Welfare) is responsible for reporting missing students to the police.

2.12 The Dean of Students (Welfare) is a member of the Board of Trustees of the West Euston Partnership, representing UCL as a partner.

3. Communication

3.1 The Dean of Students (Welfare) shall on behalf of UCL, liaise with Sabbatical Officers of UCL Students' Union (‘the UCL Union’) and other UCL Union officers in respect of matters involving UCL administration (including, e.g., publicity, security, licences).

3.2 The Dean of Students (Welfare) shall advise Sabbatical Officers and other representatives of the UCL Union who sit on UCL committees of the procedure of relevant UCL committees (e.g. headings of Reserved Areas of Business).

3.3 The Dean of Students (Welfare) shall liaise with the appropriate officers of societies of the UCL Union on matters regarding funds, publicity, extension permits, etc, of these societies.

4. Discipline

4.1 The Dean of Students (Welfare) shall be responsible for dealing with disciplinary matters referred to him or her in accordance with UCL's Disciplinary Code and Procedures. In respect of cases involving students from the Dean of Students' (Welfare) own academic department, the Dean shall refer the matter to the Deputy Dean of Students. Disciplinary action is also devolved by the Dean of Students (Welfare) to wardens in student residences through their line management system.

4.2 The Dean of Students (Welfare) is responsible for referring serious misdemeanours on the part of students to the UCL Discipline Committee.

5. Committee Duties

5.1 The Dean of Students (Welfare) shall be ex officio Chair of UCL's Joint Staff-Student Committee.5.2 The Dean of Students (Welfare) shall be ex officio a member of the following Standing Committees of UCL:

5.2 The Dean of Students (Welfare) shall be the Chair of the Student Welfare Working Group.

5.3 The Dean of Students (Welfare) shall be a member of UCL's Major Incident Team and Voluntary Services Unit Steering Group, a Trustee of UCL Sports Grounds and member of the Sports Ground Development Committee.

5.4 The Dean of Students (Welfare) is expected to attend UCL Union Provost meetings.

5.5 The Dean of Students (Welfare) may, as he or she sees fit, request that the Deputy Dean of Students represent the Dean on any of the above committees, any such arrangements to be reflected in the Duties of the Deputy Dean of Students.

6. Term of Office

6.1 Statute 12 of the UCL Charter provides that the Dean of Students (Welfare) shall hold office for such a period as the Council may determine. The maximum term of office shall not normally exceed five academic years but may be renewed for such term as the Council may determine.

7. Deputy to Dean of Students (Welfare)

7.1 There shall be a Deputy to the Dean of Students (Welfare) appointed by the UCL Council on the recommendation of Academic Board.

7.2 The Deputy shall liaise with the Dean of Students (Welfare) and shall, on a day to day basis, assist the Dean of Students (Welfare) in the performance of the duties and the exercise of the powers in the foregoing.

7.3 The Deputy shall be ex officio the Vice-Chair of the Joint Staff Student Committee.

7.4 The Deputy shall be the Chair of the Voluntary Services Unit Steering Group.

7.5 The Deputy shall be delegated to attend, in the place of the Dean of Students (Welfare), the Committee for Equal Opportunities.

7.6 The Deputy is expected to attend UCL Union Provost meetings.

7.7 In the exercise of powers under the Disciplinary Code and Procedures, the Deputy will deal with any case involving a student from the academic department of the Dean of Students (Welfare) and shall refer to the Dean of Students (Welfare) any case involving a student from the academic department of the Deputy.

7.8 The Deputy will liaise with RAS on the administration of the student hardship fund.

7.9 The Deputy is responsible for the recruitment of vice-wardens for student residences.
